Vocational Counseling and Assessment
Introduction
To assist individuals with disabilities in achieving suitable employment, vocational counseling and assessment are conducted prior to employment to evaluate their vocational potential, interests, skills, work personality, physical condition, and assistive device needs. These assessments serve as a reference for vocational rehabilitation case managers in formulating vocational rehabilitation service plans.
Legal Basis
In accordance with Article 37 of the People with Disabilities Rights Protection Act, labor authorities at all levels are required to establish plans for implementing these services, either independently or in collaboration with private sector resources.
Service Content
Assessment Scope
Vocational assessments are tailored to the individual needs of persons with disabilities and include the following:
- Physical and functional performance.
- Learning characteristics and preferences.
- Vocational interests.
- Vocational aptitude.
- Work skills.
- Work personality.
- Analysis of potential employment environments.
- Employment assistive devices or job redesign.
- Other employment-related needs assessments.
Service Description
- Individuals who express a willingness to work or participate in vocational training and are assessed to require vocational counseling and assessment.
- Cases requiring sheltered employment services in accordance with Article 34, Paragraph 2 of the People with Disabilities Rights Protection Act, or individuals currently employed in sheltered workshops but assessed as unsuitable for sheltered employment.
- Individuals with stabilized medical rehabilitation, a willingness to work, and an assessed need for vocational counseling and assessment.
- Recent graduates from junior high school or higher levels of education who express a willingness to work and are assessed to require vocational counseling and assessment.
- Other cases recognized by the competent authority.
