Vocational Training
Introduction
To assist individuals with disabilities in gaining employment, vocational training programs tailored to their specific needs are offered. These include specialized vocational training courses exclusively for persons with disabilities and diversified vocational training channels. The programs aim to enhance their technical skills. During the training period, living allowances are provided to stabilize their lives. Additionally, a digital learning platform is available, offering online learning courses.

To enhance the work skills of individuals with disabilities and improve their competitiveness in the job market.
Legal Basis
In accordance with Articles 33 and 35 of the People with Disabilities Rights Protection Act and the Ministry’s implementation plan for vocational training for persons with disabilities.
Implementation Methods
- Specialized Vocational Training Courses for Persons with Disabilities
- Tailored vocational training courses are designed to accommodate the physiological and psychological development, as well as the type and severity of disabilities. Training methods are adjusted based on the characteristics of individuals with disabilities. Guidance personnel provide support and appropriate assistive devices during training. Upon course completion, dedicated staff assist with employment placement to enhance employability.
- Training is free of charge.
- Training methods include pre-employment preparatory training and on-the-job training.
- Eligibility: Individuals aged 15 or older, or junior high school graduates, who possess a disability certificate or identification, demonstrate self-care capabilities, and have been assessed to possess the employment potential for the desired training program.
- Diversified Vocational Training Channels for Persons with Disabilities
To ensure equal opportunities and multiple pathways for individuals with disabilities to participate in vocational training, inclusive programs are provided alongside the general public. Measures include accessible training facilities, adapted materials and equipment, sign language interpretation, and other job redesign assistance. These efforts eliminate barriers to training participation and offer greater flexibility in training types, schedules, and locations. Inclusive training programs, such as pre-employment or on-the-job training, are encouraged to increase employment competitiveness.
- Vocational Training Living Allowance
- A living allowance is provided to individuals with disabilities participating in full-time preparatory vocational training to stabilize their living conditions during the training period.
- Eligibility: Holders of a disability certificate or identification who participate in full-time preparatory vocational training. Priority is given to non-voluntary job leavers, who should first apply for the living allowance under the Employment Insurance Act.
- Allowance Standards: In accordance with the Employment Promotion Allowance Implementation Guidelines, participants may apply for a vocational training living allowance, amounting to 60% of the basic wage per month, for a maximum duration of one year.
